In the event that any such substance is found on the sidewalks, the owner/occupant contiguous to such sidewalk shall be notified to remove such substance within 24 hours after accumulation ceases. If the owner/occupant cannot be found or if any reasonable notice cannot be given to him, or if the owner/occupant fails to remove such substance within the time allowed, then it shall be the duty of the City to remove such substance and the expense thereof shall be charged against the property and the owner and may be recovered by proper civil action in the name of the City or may be assessed against the property and collected as other taxes of the City.
